Specialty Soil Stabilization: Preparing Challenging Utility Sites Without Structural Failures
Mt. Carmel Stabilization Group Transforms Highly Saturated and Hard to Reach Sites

Unique Projects Like Ash Ponds Call for Specialized Solutions
Regulatory deadlines are real. So are the schedule, safety, and stakeholder pressures that come with closing CCR units. Mt. Carmel Stabilization Group turns unworkable ash and sludge into stable, trafficable, and testable material—safely, quickly, and predictably—so you can meet closure goals with confidence.
We’ve developed patented equipment and custom workflows to safely and efficiently treat wet, unstable materials in high-risk, hard-to-access, or unconventional environments. Whether your project involves ash pond solidification, steep slopes, lagoons, or restricted access excavation, our experienced crews and engineers are ready with a solution.
Why Utilities Choose Mt. Carmel
- Distribution Method: high-throughput, precision reagent placement with reduced dust profile for sensitive sites (including specialty spreader systems designed for saturated conditions).
- Planning Drives Performance: “outside-in” vs. “center-out,” building access from banks, and coordinating with long-reach or floating equipment—so the train starts right and stays right.
- Throughput = Schedule Confidence: more tons per day, fewer material handlings, faster hauling, and less idle time for other trades.
- Scale and Experience: 75+ years, a national fleet, proven safety culture, and utility-site know-how that protects reputation and critical path.
- Proven Track Record: Decades of experience on high-profile, nonstandard sites

Proof of Performance
Southeast Utility Site: Mt. Carmel pioneered in-place lime drying using Lime Kiln Dust (LKD), developing proprietary spreading and mixing equipment to safely reduce moisture and enable excavation, hauling, and impoundment of over 2 million cubic yards of wet ash. In one section alone, we treated ~100,000 CY of saturated ash, reducing moisture from ~50% to <28% and enabled removal in under 45 days with sustained hauling rates >2,500 CY/day.
Midwest Generating Station: Through multiple mobilizations over six years, we provided both large-scale ash pond treatment and critical haul road stabilization to maintain site access in highly saturated conditions. Using our patented equipment, moisture was reduced to enable safe excavation, material handling, and encapsulation activities throughout active closure phases. This long-term partnership demonstrates Mt. Carmel’s role as a trusted utility contractor capable of sustaining production and site mobility under challenging CCR conditions.
Adjacent Utility Work: Our full resume of utility site solutions also features coal plant rail spur subgrade stabilization via lime slurry; generating station pond floor modification for liner permeability; and emergency overflow response using high‑capacity reagent distribution.
Utility Site Solutions Beyond the Pond
Ash ponds, rail loops, haul roads, substations, and laydown yards are all expressions of the same problem set—risk, moisture, access, and schedule. We enable progress across the site.
- Infrastructure Stabilization: access roads, haul roads, crane pads, laydown yards, substation and building pads
- Soil Drying at Scale: mass moisture reduction to keep cap construction and earthwork on track
- Closure Support: strengthened pond bottoms/floors, liner subgrades, caps and berms, embankments and levees
